Trinity Town Council Council Minutes June 9, 2025
The Town of Trinity Mayor and Council met at a regularly scheduled meeting in the Trinity Municipal Building with Mayor Vaughn Goodwin calling the meeting to order at 5:34 p.m.
Members present were Beth Burden, Brandi Logston, Mayor Vaughn Goodwin, Lainie Alexander, Jared Terry, and
Gordon Burden. Absent were none.
Motion made to approve the minutes of the Work Session May 12, 2025 by Brandi with a 2nd by Beth. All voted yes. Jared abstained.
Motion made to approve the minutes of the Council Meeting May 12, 2025 by Brandi with a 2nd by Lainie. All voted yes. Jared abstained.
Motion made to approve the bills in the amount of $58,668.51 by Lainie with a 2nd by Jared. All voted yes.
Motion made to approve paying $38,181.30 to Garver for engineering fees associated with ATRIP project by Jared with a 2nd by Brandi. All voted yes.
Motion made to approve paying $6436.67 to Morrow Technologies for necessary work at water tank by Beth with a 2nd by Brandi. All voted yes.
Motion made to approve $602.09 ($198.00 registration, $268.09 lodging, $136 per diem) for Chief Hughes to attend Jacksonville State University for Emotional Survival and Non-Verbal Communication courses by Jared with a 2nd by Lainie. All voted yes.
Motion made to approve .50 cent raise for Jonathan Glaze for the completion of 90 days (will remain on probation with the police department an additional 6 months as required by the employee manual) by Jared with a 2nd by Brandi. All voted yes.
Motion made to approve $4981.61 to Tennessee Valley Archaeological Research for Archaeological Survey done on Kimbrel Park as required by ADECA for grant by Brandi with a 2nd by Beth. All voted yes.
Motion made to approve $23,700.00 to Quality Paving for paving done on Sewell Rd, Seneca Springs, and High Street by Jared with a 2nd by Lainie. All voted yes.
Motion made to approve $500.00 to the Community Free Clinic to sponsor the Spirit of America 5k Run by Brandi with a 2nd by Beth . All voted yes.
Motion made to approve Resolution 2025-12 allowing Chief Hughes to sign an Emergency Response Agreement concerning Brown’s Ferry with Morgan County Emergency Management Agency by Jared with a 2nd by Brandi. Voting yes were Beth, Brandi, Mayor Goodwin, Lainie, Jared, and Gordon. Voting no were none.
Motion made to approve Resolution 2025-13 allowing Chief Hughes to sign a contract agreement for the Police Department with Lightwire Solutions by Beth with a 2nd by Brandi. Voting yes were Beth, Brandi, Mayor Goodwin, Lainie, Jared, and Gordon. Voting no were none.
Motion made to take into immediate consideration Ordinance No. 2025-04 amending the Town’s business license code Ordinance Number 2007-21 by Jared with a 2nd by Brandi. Voting yes were Beth, Brandi, Mayor Goodwin, Lainie, Jared, and Gordon. Voting no were none.

Motion made to appropriate $10,000.00 to West Morgan High School for leadership by Lainie with a 2nd by Beth. All voted yes.
Motion to approve $3,100.00 to Southern Corrosion for installation of magnet mount and sensor by Brandi with a 2nd by Lainie. All voted yes.
Motion to approve spending up to $12,000 of the $15,000 donated by Senator Arthur Orr for the purchase of medical bags for the police department by Gordon with a 2nd by Brandi. All voted yes.
Mayor Goodwin mentioned that SRO Terry would need a new vehicle for the upcoming school year.
Members present were given a copy of the park board minutes.
