Trinity Town Council                                         Special Call Meeting                                                          October 14, 2025

 

The Town of Trinity Mayor and Council met at a special meeting in the Trinity Municipal Building with Mayor Vaughn Goodwin calling the meeting together at 5:00 p.m.

 

Members present were Beth Burden, Brandi Logston, Mayor Vaughn Goodwin, Jared Terry, and Gordon Burden.  Absent was Lainie Alexander.

 

All members present signed the waiver of notice.

 

Motion made to approve the minutes of the Work Session September 22, 2025 by Gordon with a 2^nd by Brandi.  All voted yes.  Jared abstained.

 

Motion made to approve the minutes of the Council Meeting September 22, 2025 by Brandi with a 2^nd by Gordon.  All voted yes. Jared abstained.

 

Motion made to approve the bills in the amount of $40,865.39 by Brandi with a 2^nd by Beth.  All voted yes.

 

Motion made to approve $750.00 to Maryanne Floyd for the September 2025 newsletter design, printing, and delivery by Brandi with a 2^nd by Beth.  All voted yes.

 

Motion made to approve $372.00 to Alabama Municipal Insurance Corporation for Public Official Bonds for Mayor Vaughn Goodwin and Town Clerk, Ashley Patterson, in the amount of $25,000.00 by Jared with a  2^nd by Gordon.  All voted yes.

 

Motion made to approve $6,625.00 to GMC for Site Analysis and Design Development of Kimbrel Park by Jared with a 2^nd by Brandi. All voted yes.

 

Motion made to approve $1467.00 ($1112.00 to Rental World for tent, tables, and chairs - $355 to HercRentals for generator) for equipment rental to support TrinityFest by Beth with a 2^nd by Gordon.  All voted yes.

 

Motion made to approve $2943.00 to Election Systems & Software LLC for 4 cent tobacco stamps by Brandi with a 2^nd by Jared.  All voted yes.

 

Motion made to approve $350.00 clothing allowance for street/water employees by Jared with a 2^nd by Gordon.  All voted yes.

 

Motion made to approve $250.00 clothing allowance for police winter uniforms by Gordon with a  2^nd by Jared.  All voted yes.

 

Motion made to approve $2000.00 budget for Trinity Christmas Parade (Saturday Dec 6^th) and $500.00 Tree Lighting Budget (Thursday Dec 4^th) by Jared with a 2^nd by Brandi.  All voted yes.

 

Motion made to approve $3200.00 to StoneHedge for the purchase of 30 trees and delivery for the Tree Trail by Beth with a 2^nd by Brandi.  All voted yes.

 

Motion made to approve $1500.00 to Garver for engineering services for Cedar Springs Subdivision by Brandi with a 2^nd by Gordon.  All voted yes.

 

Motion made to approve Resolution 2025-35 Allowing the Town Clerk to sign a contract with Pitney Bowes for the lease of the postage machine by Jared with a 2^nd by Brandi.  Voting yes were Beth, Brandi, Mayor Goodwin, Jared and Gordon.  Voting no were none.

 

Motion made to approve Resolution 2025-36 Adopting Off-Duty Employment Policy for Police Officers by Jared with a 2^nd by Brandi.  Voting yes were Beth, Brandi, Mayor Goodwin, Jared, and Gordon.  Voting no were none.

Motion made to give Mayor Goodwin authority to negotiate the purchase of property located next to Kimbrel Park owned by Cade Alexander by Gordon with a 2^nd by Brandi.  All voted yes.

 

Motion made to adopt the payscale as presented adding $1.00 raise to employees that receive their EMT certification by Beth with a 2^nd by Jared.  All voted yes.

 

Motion made to go into executive session to discuss good name and character at 5:30 p.m. by Gordon with a 2^nd by Brandi.  All voted yes.

 

Mayor and Council returned at 5:41

 

Motion made to resume the meeting at 4:41 by Gordon with a 2^nd by Brandi.  All voted yes.

 

Motion made to approve request from Jonathan Glaze to work part- time at Courtland Police Department on a 90 day probationary period by Jared with a 2^nd by Gordon.  All voted yes.

 

Mayor Goodwin informed the Council that there should be a meeting in the next few weeks that he and the Chief have been invited to attend concerning Rock the South coming to the property on Gordon Terry Parkway.  Council members were encouraged to organize a list of questions for Town Attorney, Larry Madison, to review.  At this time, points of interest that had been raised were the possibility of looking into Sunday Sales of Alcohol, short term rentals, allowing RV parks, and offering benefits for annexing into Trinity.

 

Mayor Goodwin also informed the Council that Cedar Springs subdivision has submitted their bond and are looking to begin applying for building permits soon.
