Trinity Town Council                                         Special Call Meeting                                          September 16, 2025

 

The Town of Trinity met at a special called meeting in the Trinity Municipal Building with Mayor Vaughn Goodwin calling the meeting to order at 5:00 p.m.

 

Members present were Beth Burden, Brandi Logston, Mayor Vaughn Goodwin, Lainie Alexander, Jared Terry, and

Gordon Burden.  Absent were none.

 

All members present signed the waiver of notice.

 

Motion made to approve the minutes of the Work Session August 25, 2025 by Lainie with a 2^nd by Beth.  All voted yes – Jared abstained.

 

Motion made to approve the minutes of the Council Meeting August 25, 2025 by Beth with a 2^nd by Brandi.  All voted yes – Jared abstained.

 

Motion made to approve the bills in the amount of $63,111.69 by Lainie with a 2^nd by Brandi.  All voted yes.

 

Motion made to approve transferring $100,000.00 from Municipal State Fund to General Fund by Brandi with a 2^nd by Lainie.  All voted yes.

 

Motion made to approve Resolution 2025-32 allowing the Mayor to sign the Morgan County Emergency Operations Plan by Beth with a 2^nd by Jared.  Voting yes were Beth, Brandi, Mayor Goodwin, Jared, Lainie, and Gordon.  Voting no were none.

 

Motion made to approve Resolution 2025-33 Allowing Chief Hughes to sign agreement with Morgan County 911 for Communication Services by Brandi with a 2^nd by Lainie.  Voting yes were Beth, Brandi, Mayor Goodwin, Jared, Lainie, and Gordon.  Voting no were none.

 

Motion made to approve .50 cent raise for Jarrod Birchfield for successful completion of 90 day probationary period (Police Department probation will be 9 months) by Jared with a 2^nd by Lainie.  All voted yes.

 

Motion made to approve $9,245.63 to Dell Technologies for the purchase of 5 laptops by Jared with a 2^nd by Brandi.  All voted yes.

 

Motion made to approve $6502.00 annual license fees for Permit Software (3066.00) Business License Software (3066.00) and HP Maintenance (370.00) to Local Government Corporation by Jared with a 2^nd by Brandi.  All voted yes.

 

Motion made to approve $675.00 for State of Morgan County Silver Sponsorship by Beth with a 2^nd by Brandi.  All voted yes.

 

Motion made to approve $219.16 to FASTENAL for the purchase of 10 handicap parking signs (reimbursed by the park board) by Jared with a 2^nd by Lainie.  All voted yes.

 

Motion made to approve $1000.00 to DLC tree service for the removal of 2 trees on South Mountain Drive by Jared with a 2^nd by Lainie.  All voted yes.

 

Motion made to approve paying $50.00 for Judge Alexander to attend mandatory certification course Friday, Dec 5^th  (Falkville to pay ½) by Beth with a 2^nd by Lainie.  All voted yes.

 

Motion made to approve $2356.61 to Decatur Electronics for lighting on golf cart by Jared with a 2^nd by Gordon.  All voted yes.

 

Motion made to approve Sgt Robert Tood seeking outside employment with Emergency Services now that he is EMT certified by Lainie with a 2^nd by Jared.  All voted yes.

Mayor Goodwin informed the Council that the Town needs to update the subdivision and zoning regulations and Comprehensive Plan.  Mayor Goodwin has been in contact with Tim Westhoven of GMC to get a proposal to make those updates and will present the proposal to the Council once he receives that back.

 

Council Member Jared Terry stated that the Park/Recreation Board has voted to take over the Youth League.  Mayor Goodwin said that we are checking with Larry Madison about the liability of the Town.

 

The Mayor and Council stated their appreciation to ASCEND for the monetary donation and labor to build the handicap ramp at the soccer field.  They also thanked Stephen Apt for his donation to purchase the handicap signs for the soccer fields.

 

Members present reviewed the proposed budget.  Members discussed a possible pay scale.  Mayor Goodwin stated he would work on the pay scale and send it out sometime the following week before the next meeting.
